At WEF Davos 2026, CM Devendra Fadnavis unveiled the vision that makes this corridor the most consequential land investment of our generation.

At the World Economic Forum Annual Meeting, Davos 2026, Maharashtra CM Devendra Fadnavis unveiled Mumbai 3.0 — a brand-new global city rising around the Navi Mumbai International Airport and the Atal Setu (MTHL). Officially the Karnala–Sai–Chirner (KSC) New Town, this Third Mumbai spans ~324 sq km across 124 villages — roughly three times the size of today's Mumbai — and is planned by CIDCO & MMRDA as the next business capital of India.

Fadnavis announced India's first Innovation City here — a plug-and-play ecosystem for AI, technology and global business, sited just 15–25 minutes from the new airport. On day one at Davos, MMRDA secured investment commitments of USD 96 billion (₹8.73 lakh crore) across 10 MoUs, including nearly $11 billion from the Tata Group for data centres — part of Maharashtra's march to a $1 trillion economy.

In his follow-up NDTV Q&A, Fadnavis emphasised that the long-delayed airport — completed in just five years under PM Modi's push — positions Mumbai 3.0 as a new "magnet of growth" well beyond the old Mumbai–Pune–Nashik triangle. India's path to a $10–20 trillion economy, he said, cannot follow a business-as-usual approach — it must be driven by innovation-led leapfrogging, and Mumbai 3.0 is ground zero for that.

India's longest sea bridge at 21.8 km, connecting Sewri (South Mumbai) to Chirle (Navi Mumbai). Cut the old 2-hour drive to under 20 minutes and directly connects to the NMIA approach road. This single bridge unlocked Mumbai 3.0 by making the Panvel–Khalapur belt as close as Bandra used to feel.

The first direct metro link between both of Mumbai's international airports. 35 km, 7 stations, threading through Vashi, Nerul, Seawoods and Kharghar — slashing the airport-to-airport commute from over two hours to just 30 minutes. Expected to serve 5 lakh daily commuters once operational. Approved under PPP in late 2025; expected by late 2026.

A brand-new 29.6 km double-line suburban railway directly serving the Mumbai 3.0 corridor — with stations at Panvel, Chikhale, Mohape, Chowk and Karjat. Chowk Station sits minutes from The Riyasat Sankalp and Sankalp Meadows. Construction is 85% complete; handover to Central Railway expected by mid-2026, cutting travel time between Panvel and Karjat by 30 minutes.

Virar–Alibaug Multimodal Corridor (VAMC)

Under Construction

A 126 km access-controlled expressway sweeping from Navghar (Virar) to Chowk (Alibaug), threading through Bhiwandi, Kalyan, Dombivli and Panvel. It integrates with JNPT, NMIA, Atal Setu, the Dedicated Freight Corridor and reserves a median for a future metro line. Phase I (96 km) expected by 2027; full corridor by 2030. This is the spine that stitches the entire Mumbai 3.0 growth arc together.

NAINA City — CIDCO Master Plan

Master Plan: Aug 2026

The Navi Mumbai Airport Influence Notified Area (NAINA) spans 270 villages across Uran, Panvel, Karjat, Khalapur and Pen — with CIDCO as the Special Planning Authority. The master plan covering all 12 town-planning schemes is being finalised by August 2026, followed by arterial roads, utilities and water/power infrastructure in 2026–27. First residential and commercial NAINA plots are expected for possession from 2027–28.
